A glimmer of hope for property issuers from the explosion in commodity prices

Improved sales do not necessarily boost the rate of property shares that are listed on the Indonesia Stock Exchange (IDX).
Which issuers can investors still consider collecting? Based on data from the Indonesia Stock Exchange (IDX), the property and real estate index was corrected by 15.95 percent. The record was the worst compared to other stock sectors. The property and real estate index also lags far behind the Composite Stock Price Index (JCI) which rose 1.49 percent year to date (ytd). The technology sector index became the motor of movement, rising 873.28 percent. Through research published through Bloomberg, MNC Sekuritas analyst Muhamad Rudy Setiawan reviews some of the latest news from the property sector. Rudy noted that property issuers were able to record strong pre-sales income or marketing sales in the first quarter of 2021. PT Ciputra Development Tbk. (CTRA) posted growth of 67 percent year on year (yoy), followed by PT Bumi Serpong Damai Tbk. (BSDE) 40 percent yoy, PT Summarecon Agung Tbk. (SMRA) 50 percent yoy, and PT Pakuwon Jati Tbk. (PWON) 17 percent yoy. "Sales of the lower-middle segment are one of the triggers for marketing sales growth, continuing the trend in the third quarter of 2020 and the fourth quarter of 2020 which also experienced a positive trend," he explained.

Debt Issuance: Financing Companies Welcome Signals of Recovery

Issuance of debt securities by financial institutions in the non-bank financial industry sector has the potential to increase.
The company will be busy releasing debt securities in the second quarter of 2021 and the third quarter of 2021. Pefindo's Financial Services Rating Division (Fi Ratings) analyst Danan Dito said that the financing sector in general will move in a positive direction in line with the opportunities for post-pandemic economic recovery. "5 months running, the trend of issuing debt securities in the financing and multi-finance industry is already visible and is indeed higher than 2020. These are signs of recovery," Dito explained that in January-May 2020 the financing industry only issued Rp. 1.19 trillion, now as of January-May 2021 has reached IDR 6.92 trillion. Likewise with multi-finance, in the period January-May 2020 issuing IDR4.04 trillion, now as of January-May 2021 it has reached IDR6.59 trillion. For your information, the financing industry includes state-owned companies in the field of microfinance, unsecured, pawnshops, or investment financing. Meanwhile, multi-finance companies are dominated by non-state-owned companies engaged in consumer financing and automotive financing. Dito revealed that the high number of debt securities issuance from the financing sector was driven by the refinancing of maturing debt securities, as well as the trend of cost of funds to issue cheaper bonds considering interest rates were still low.

Problematic subsidized housing

Director General of Public Works and Housing Infrastructure Financing,
Ministry of PUPR Eko D Heripoerwanto in a webinar discussion organized by the Public Housing Journalists Forum, stated that his party identified a number of problems in the subsidized housing program, both in terms of location and building quality. There are still many subsidized housing locations that do not refer to spatial and regional layouts, and the quality of housing does not meet functional standards. He gave an example, there is a subsidized housing project in Papua which is located in an ex-flood location whose handling has not been completed. This condition causes the fate of consumers to be in limbo because they cannot occupy houses that have been paid in installments through subsidized housing loans (KPR). There is also subsidized housing where the facilities and infrastructure are not yet complete, the electricity network is not yet available, and there is no public transportation. As a result, houses cannot be lived in. In addition, there are also cases where a number of subsidized houses have not been occupied for more than 1 year, rented out, and transferred before 5 years. This indicates that the subsidized housing program has not yet been targeted. To improve supervision, the government implements a digital-based information system application. The Main Director of the Center for the Management of Housing Financing Funds (PPDPP) of the PUPR Ministry, Arief Sabaruddin, added that low-income people have not fully become the subject of housing development and tend to be objects. The targeting of subsidized housing still needs to be improved. "It's right on target not only in terms of its designation, but also the quality of subsidized housing that must meet the eligibility standards," said Arief.
