Vaccination Effectively Inhibits Corona Virus Mutation

Spokesperson for the Covid-19 Task Force, Wiku Adisasmito, explained that in general, twice the vaccine dose is enough for the general public to form individual immunity, although there will be a third booster dose.
"Based on scientific studies, it shows that on average the antibodies in the Covid-19 vaccine can last for a period of months or even years, despite the fact that various variants can affect the transmissibility of the vaccines that have been given," he explained at a press conference, Thursday (15/15). 7). Meanwhile, the World Health Organization (WHO) stated that the presence of a Covid-19 vaccine is still important, especially in minimizing the symptoms caused by the occurrence of positive cases after being vaccinated. According to him, patients who had been vaccinated and tested positive showed a decrease in mutations. Therefore, vaccination plays an important role in minimizing the emergence of new variants regardless of the addition of a third booster policy for health workers. "The government will continue to focus on accelerating vaccination to achieve community immunity by the end of 2021," he said. For information, the Ministry of Health said that health workers will immediately receive a third dose of booster vaccine. Meanwhile, the booster vaccine will use the Moderna vaccine which has higher efficacy than Sinovac and AstraZeneca.

Aftech: Fintech Capital Regulations Improve Operator Security and Reliability

Bank Indonesia (BI) has issued two new regulations covering aspects of restructuring and optimization for fintech. The rules, which include a minimum capital requirement, are assessed by the Indonesian Fintech Association (Aftech) as helping to encourage the security and reliability of fintech to be more adequate.
BI strengthened the payment system implementation ecosystem through the issuance of Bank Indonesia Regulation No.23/6/PBI/2021 concerning Payment Service Providers (PBI PJP) and Bank Indonesia Regulation No.23/7/PBI/2021 concerning Payment System Infrastructure Operators (PBI PIP). ). The two rules will come into effect on July 1, 2021. These efforts are carried out, among others, through the efficiency of the payment system in Indonesia in the form of simplifying the processing of PJP permits and determining PIP. In addition, also in processing the development of risk-based activities, products, and/or cooperation. In addition to efficiency aspects, the issuance of the two PBIs includes restructuring and optimization aspects. Restructuring is related to the minimum paid-up capital requirements for PJP and PIP based on their activities as well as the fulfillment of payment system capital obligations (KPSP), risk management, and information system security standards based on the classification of System Operators. Systemic Payments (PSPS), Critical Payment System Operators (PSPK), and General Payment System Operators (PSPU). Meanwhile, optimization aspects of follow-up supervision and evaluation of permits/stipulations as well as data/information acquisition are one of the main aspects in an effort to maintain a healthy industry. This is in line with the reform of the regulation of the implementation of the payment system (PBI SP).

Differences in the Effectiveness of Sinovac with 5 Other Vaccines in Indonesia

The vaccination program has been running since January 2021, shortly after the Food and Drug Supervisory Agency (BPOM) issued an Emergency Use Authorization (EUA) for the Sinovac vaccine.
Since then, at least six vaccines have been used in Indonesia to treat Covid-19. The first vaccine that appeared in Indonesia was Sinovac, made by a Chinese company, Sinovac. BPOM when publishing the EUA for Sinovac, stated that the efficacy or level of efficacy of this vaccine against the corona virus reached 65.3 percent. Then, not long after Sinovac, PT Bio Farma made the CoronaVac vaccine whose raw materials came from Sinovac. When issuing the EUA for CoronaVac, BPOM did not mention in detail the level of efficacy of the vaccine. However, Head of BPOM Penny K. Lukito said the CoronaVac vaccine has the same content and safety profile as the CoronaVac vaccine produced by Sinovac Beijing.

The New Mining Law Requires Mining Companies to Deposit a Reserve Resilience Fund

The Ministry of Energy and Mineral Resources (ESDM) assesses that the lack of exploration activities is often the main obstacle in efforts to increase new resources and reserves in the mineral and coal mining sector (minerba). In fact, this activity is the main foothold in maintaining the continuity of the mining business.
It is believed that this challenge can be answered by Law no. 3 of 2020 concerning Mineral and Coal Mining. In Article 112A Paragraph 1, the holder of a Mining Business Permit (IUP)/Special Mining Business Permit (IUPK) is required to provide a Minerba Resilience Reserve Fund (DKC). "The Mineral and Coal Reserve Resilience Fund as referred to in paragraph 1 is used for the discovery of new reserves," said the dictum of Article 112A Paragraph 2 based on a press release from the Ministry of Energy and Mineral Resources quoted by Kontan.co.id, Thursday (25/6). In order to trigger exploration activities and prepare Mining Business Permit Areas (WIUP), the government has prioritized granting assignment areas to the State Research Institute and/or State-Owned Enterprises (BUMN) to conduct mining investigations and research first. However, if SOEs are not interested, the area will be auctioned openly to business entities and then a selection process will be carried out in accordance with the provisions of the assignment. A business entity can apply for a proposal for an assignment area whose territory is not prepared by the government. This area can be obtained from the area of the former Contract of Work (KK) or Coal Mining Concession Work Agreement (PKP2B).

Ministry of Energy and Mineral Resources (ESDM) Encourages Acceleration of Coal Downstream

The Ministry of Energy and Mineral Resources (ESDM) encourages the acceleration of increasing the added value of coal through downstreaming. This is in line with the increasingly narrow international coal market due to the Covid-19 pandemic.
Coal gasification and steam power plants are efforts that are carried out, among others, to absorb domestic coal production. Minister of Energy and Mineral Resources Arifin Tasrif said demand for coal has been under pressure in recent months due to Covid-19. He said coal consuming countries had begun to restrict imports and look for sources from within the country. Based on data from the Ministry of Energy and Mineral Resources, the realization of coal exports until the end of May reached 175.15 million tons. This achievement is around 40 percent of the export quota set this year at 435 million tons. Meanwhile, the realization of coal production until the end of May reached 228 million tons. The realization is about 42 percent of the production target set for this year of 550 million tons. Meanwhile, the realization of the use of coal for domestic purposes (Domestic Market Obligation/DMO) reached 53.55 million tons. In recent months coal prices have continued to be depressed during the Covid-19 pandemic. Currently, the price of coal is at the lowest position of US$52.98/ton. The price is lower than the last May period, which was at US$61.11/ton. The Coal Reference Price (HBA) rose 0.28% at US$67.08/ton in March compared to February at US$66.89/ton. Then the HBA decreased to the level of US$65.77/ton in April. The depressed price of coal is a challenge in itself in achieving the target of non-tax state revenue (PNBP) for the mineral and coal mining sector.

Property Sector Predicted Still Losing Until Next Year

The Composite Stock Price Index (JCI) closed at 4,947.74. If calculated since the beginning of the year, the JCI has fallen by 21.19%. In the midst of this decline, the property, real estate and building construction sectors recorded the worst performance, dropping 34.21%.
Then followed by the agricultural sector which fell 31.26%. Meanwhile, the consumer goods sector recorded the lowest decline at 11.22%, followed by the manufacturing sector, which fell 18.51%. Head of Investment Research at Infovesta Utama, Wawan Hendrayana, said that the decline in stock prices reflected the company's declining earnings expectations. For now, property sales and income from property rentals are expected to decline until next year as a result of the Covid-19 pandemic. "So for the stock to return to pre-pandemic levels, it takes a minimum of two years," said Wawan. The same thing also happened in the agricultural sector, especially CPO whose sales declined. To be able to increase again, positive catalysts are needed such as the lifting of large-scale social restrictions (PSBB) and economic activity can run again. Meanwhile, the consumer goods sector is relatively still surviving during the Covid-19 pandemic because it is needed by people on a daily basis. The performance of this sector can continue to improve if it is supported by positive catalysts for easing PSBB and not increasing the curve that is infected with Covid-19. "However, if the curve increases and the PSBB is reinstated, it will be a negative catalyst, especially for manufacturing," he explained.

Regulator's Role Revealed

The Attorney General's Office has named an official from the Financial Services Authority or OJK and 13 investment management companies as suspects in a corruption case at PT Asuransi Jiwasraya (Persero).
The existence of an official at the OJK who has been named a suspect has revealed suspicions about the existence of individuals in the institution who were involved in the case which is estimated to cost the state up to Rp. 16.81 trillion. It is clear that the corruption at Jiwasraya does not rule out involvement not only from the private sector or state-owned enterprises, but also from regulators, said Research Manager for Transparency International Indonesia (TII) Wawan Heru Suyatmiko. Thursday afternoon, the Head of the Attorney General's Office for Legal Information Center (Kejagung) Hari Setiyono said the official from the OJK who was named a suspect had the initials FH. From February 2014 to 2017, he served as Head of the Capital Market Supervisory Department IIA OJK. Then, FH was appointed Deputy Commissioner for Capital Market Supervision II OJK in 2017 until now. The suspect's role is related to his duties and responsibilities in that position related to the financial management that occurred at PT Asuransi Jiwasraya, including the actions of the defendants who have been tried," said Hari. Even though he has been named a suspect, Hari continued, FH has not been arrested. However, FH has been prevented from traveling abroad. The AGO also named 13 investment management companies as suspects because they were allegedly related to the placement of funds from Jiwasraya, in 2014-2018. According to Hari, the 13 corporations caused state losses of Rp 12.157 trillion, or most of the total state losses in the Jiwasraya case, which was estimated at Rp 16.81 trillion. Investigators will develop whether there is an active role from corporate managers, he said.

Minister of Agriculture (Mentan) Syahrul Yasin Limpo said the Ministry of Agriculture (Kementan) would intensify swampland into productive rice fields covering an area of 30 thousand hectares (ha) in Central Kalimantan this year.
Now the land is ready to be optimized into additional paddy fields. "So as to be able to increase productivity and prepare food reserves, especially the World Food and Agriculture Agency (FAO) has warned that there will be a drought which will lead to a potential food crisis," he said, as quoted by Antara. The Minister of Agriculture explained that the government will use a total of 164,598 hectares of swamp land in Central Kalimantan as rice fields to increase crop productivity in an effort to maintain food security. Of the total land area, there is intensification land or existing (existing) land but still requires the assistance of production facilities (saprodi). Its productivity increases to an area of 85,456. Meanwhile, extensification land is a new expansion area that still requires cultivation by printing new rice fields. covering an area of 79,142 hectares. This land already has a primary and secondary irrigation system. "The intervention is possible in 2021. We have 30 thousand hectares ready for intervention," said the Minister of Agriculture. The Minister of Agriculture explained that this year the government will focus on intensifying 30 thousand ha of land, due to the limited budget of the Ministry of Agriculture, which experienced a cut of up to IDR 7 trillion for the reallocation of the COVID-19 handling program. The cost required for the utilization of swamp land into productive rice fields is IDR 5.44 million per hectare, so the total budget requirement for the plan is IDR 2.55 trillion.
