Indonesian Sustainable Palm Oil (ISPO) Certification Not Optimal

Advisor to the Forum for the National Action Plan for Sustainable Palm Oil, Rusman Heriawan, assessed that the acceleration program for Indonesian Sustainable Palm Oil (ISPO) certification was not optimal.
"In fact, ISPO is a necessity and a quantitative indicator of how far palm oil plantations apply aspects of sustainability and environmental protection that are assessed by other countries," he said yesterday. According to Rusman, in 2020, only 682 oil palm plantations have ISPO certificates. Only 5.78 million hectares of land have been certified, or 35 percent of the total 16.38 million hectares of oil palm plantations. Certification of large private companies reached 62.75 percent. However, state-owned plantations that have ISPO are only 32.53 percent. The sad thing, said Rusman, is that smallholder plantations, both plasma and independent, are only certified at 0.19 percent. Senior Advisor to the Kehati Foundation, Diah Suriadiredja, said that Indonesian palm oil still has problems, one of which is the 3.4 million hectares of plantations located in forest areas. According to him, this issue will continue to suppress the prestige of Indonesian palm oil products in the market. Meanwhile, senior economist from the Institute for Development of Economics and Finance (Indef), Fadhil Hasan, regrets that ISPO has not been recognized by the world. In fact, he said, ISPO has undergone significant improvements, strengthening, and changes so that it should be able to resolve the bad assessment of national palm oil products. Sinarmas Head of Sustainability Policy and Compliance, Haskarlianus Pasang, said the industry needed support from the government to implement ISPO. To increase the credibility of ISPO-certified products, Haskarlianus assessed that the government needs to initiate more tangible incentives, such as campaigns for the good impact of ISPO implementation for the achievement of sustainable development goals (SDGs).

Farmers are worried about the impact of the job creation law

General Chairperson of the Indonesian Peasant Union Henry Saragih said that before
the Employment Copyright Act was issued, the mandate of a number of laws related to food and agriculture had not been implemented properly. In addition to the Food Law, there is Law No. 19/2013 on Protection and Empowerment of Farmers, Law No. 13/2010 on Horticulture, Law No. 39/2014 on Plantations, and Law No. 41/2009 on Protection of Agricultural Land for Sustainable Food. "Now, with its conditionally unconstitutional status, (the Job Creation Law) cannot be used as a reference in policy making, for example, when you want to import, of course you must refer to the Food Law," he said. The President of the Indonesian Fishermen's Farmers' Society (Wamti) Agusdin Pulungan assessed that although it had been decided that it was problematic from a legal perspective, the implementation of the activities was still considered to be ongoing. The feared impact, among others, is related to trade partnership agreements that have the potential to harm domestic farmers. According to Agusdin, one of the aims of the agreement is for partnering countries to open the import faucets by reducing import barriers as much as possible. According to him, the threat of the Job Creation Act in the agricultural sector is real. That's because, in fact, the competitiveness of farmers in Indonesia is somewhat lacking. Head of the Legal Bureau of the Secretariat General of the Ministry of Agriculture, Eddy Purnomo, said that related to food imports, it has been regulated in Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing and its derivatives. "The substance has not changed with the conditions before the work creation law was enacted,"

Not because of biodiesel, the price of cooking oil is high because of this

The Indonesian Palm Oil Association (GAPKI) responded to the notion that the implementation
of the biodiesel program disrupted the supply of crude palm oil (CPO) as a raw material so that the price of cooking oil soared. Regarding this matter, the Secretary General of GAPKI, Eddy Martono said, "the cause of high cooking oil prices is because international vegetable oil prices are high". In addition, Eddy also denied that entrepreneurs are more interested in providing supplies for biodiesel than for cooking oil. "The B30 program is mandatory and the volume is determined by the government," said Eddy. Meanwhile, according to LPEM FEB-UI Senior Researcher Mohamad Revindo, the cooking oil problem is caused by the Ministry of Trade (Kemendag) being ineffective in regulating distribution. “The Ministry of Commerce should carry out a comprehensive distribution operation at points identified as being severely in short supply with super tight supervision. We don't necessarily accept the producers' reasons for granted,” he said.

Protecting Habitat, Preventing Conflict with Elephants

The Jambi Natural Resources Conservation Agency (BKSDA) together with the Conservation Partner Society (MMK)
the Frankfurt Zoological Society (FZS), SOS Indonesia, and the supplier company APP Sinar Mas, radio-tracked a male elephant named Ozzy. At that time, Ozzy was visiting the oil palm plantation of a resident of RT 03, Sungai Landai Hamlet, which is located in a production forest area. Ozzy also regularly explores the buffer area of Bukit Tigapuluh, Jambi. According to the Head of the Jambi BKSDA Tebo Conservation Resort, Hefa Edison, human-elephant conflict is a negative interaction that arises due to the use of the same space in the habitat of Sumatran elephants. About 70 percent of elephant habitat is outside conservation areas. "Unfortunately, agricultural land and plantations that are managed by humans are elephants' favorite forage crops such as oil palm, rubber, and secondary crops," he said. Ozzy, continued Hefa, is one of about 120 Sumatran elephants from five groups that live in and buffer areas of Bukit Tigapuluh National Park. Its habitat is sandwiched between plantations and community-owned fields. Head of the Social Security Department of PT Wirakarya Sakti (WKS) Jambi, Faisal Fuad, supports social forestry programs through community empowerment programs. The company, he said, was ready to cooperate and provide support in the form of training, procurement of seeds and market opening or distribution of harvested produce. "It's like the cultivation of honey bees which feed on nectar and pollen from the flowers of woody plants. Cooperation is an alternative to conflict mitigation with Sumatran elephants," he said.

KOMINFO Expects 5G Implementation to Start Equitable in 2025

The government and cellular operator operators have implemented 5G technology commercially since 2021.
Director General of Resources and Equipment for Post and Information Technology at the Ministry of Communications and Information Technology, Ismail, hopes that the implementation of 5G telecommunication networks will be evenly distributed by 2025. about six to seven years which continues to grow in Indonesia until now. So, of course, we hope that 5G will be faster than that, the time since it will be implemented in 2021. We hope that from 2024 to 2025 it will be able to expand and be evenly distributed, as is the case with 4G as it is now, "he said in the Road to Indonesia 5G Security Readiness Webinar which took place virtually from Jakarta. At the center, Director General Ismail emphasized that the key to starting the use of 5G was timely and right on target. "The key word is in time, on time and on target, which is always an issue and discussion, both from the ministry or government and regulators with operators," he said. According to the Director General of SDPPI, Ministry of Communications and Informatics, if the implementation of 5G is fast, it means that Indonesia will most likely bear the learning costs of a 5G technology. However, on the other hand, if it is too slow, it will only become a market for not being able to participate and become the host in their own country.

Towards a Resilient Palm Oil Industry

Credible certification will increase the export competitiveness of the national palm oil industry. Exploration of the status of ISPO (Indonesian Sustainable Palm Oil) and RSPO (Roundtable on Sustainable Palm Oil)
certifications is increasingly important in today's green economy era. Moreover, in 2022 it is estimated that the price of palm oil will continue to be high. With ISPO and RSPO certification, Indonesia's market share can continue to be expanded. Indonesian Sustainable Palm Oil (ISPO) Certification, hereinafter referred to as ISPO, is a business system in the field of oil palm plantations that is economically viable, socially viable, and environmentally friendly based on the prevailing laws and regulations in Indonesia. ISPO is mandatory. In response to the global push for sustainable palm oil management, the Roundtable on Sustainable Palm Oil (RSPO) was formed in 2004 with the aim of promoting the growth and use of sustainable palm oil products through credible global standards and stakeholder engagement. Voluntary. To face a green economy, the RSPO should also be mandatory, so that the strength of the national palm oil industry is getting stronger in the ESG (environment, social, and governance) era. ISPO is a technical regulation set by the government and enforced obligatory for oil palm plantation companies. Meanwhile, the RSPO initiative is a member agreement, where membership is voluntary, but the implementation of standards is mandatory for members. Thus, RSPO membership is mandatory as well as mandatory to prevent the European Union from attacking the national palm oil industry.

Ministry of Environment and Forestry (KLHK) Confirms Palm Oil is Not a Forest Plant

The Ministry of Environment and Forestry (KLHK) emphasized that palm oil is not a forest plant. Until now, there is no plan to revise the regulations related to palm oil.
"From various regulations, historical values, academic studies, general discourse and practice, palm oil is clearly not a forest plant and the government has no plans to revise these regulations," said Director General of Sustainable Forest Management (DG PHL) KLHK, Agus Justianto in a written statement. . Agus stated that oil palm was also not included as a forest and land rehabilitation plant (RHL). This refers to the Minister of Environment and Forestry Regulation P.23/2021. His party is currently focusing on solving various problems that have occurred several decades ago due to oil palm plantations. According to Agus, the expansive, monocultural, and non-procedural practice of oil palm plantations in forest areas has caused various legal, ecological, hydrological and social problems. "Given that forests have irreplaceable ecological functions, and oil palm plantations have got their own growth space, it is not currently an option to include oil palm as a type of forest plant or for rehabilitation activities," he said.

Waiting for the Restriction of Community Activity Restrictions (PPKM) to be Continued

The government decided to extend the application of restrictions on community activities (PPKM) after conducting an in-depth evaluation of the implementation of the previous policy.
The PPKM extension was announced directly by President Joko Widodo through the Presidential Secretariat's Youtube channel. This time the government no longer uses the term Emergency PPKM, but only refers to the policy as PPKM. In his statement, the Head of State said that if the trend of adding Covid-19 cases continued to decline, the government would ease it gradually. "We always monitor, understand the dynamics in the field and listen to the voices of the people affected by PPKM," said the President. Related to this, the government will allow traditional markets that sell basic daily needs until 20.00, while those that do not sell basic needs until 15.00. Both with a maximum capacity of 50%. The government has prepared an additional social protection budget of IDR 55.21 trillion. The government also provides incentives for informal micro-enterprises worth IDR 1.2 million for around 1 million micro-enterprises. General Chairperson of the Indonesian Employers' Association Hariyadi B. Sukamdani appreciated the easing given by the government in extending the PPKM. However, he stressed the importance of consistency in terms of handling Covid-19. "Treatment related to 3T needs to be the focus because in recent times the national death case has been high." In addition, according to him, the government needs to accelerate vaccination and evaluate the distribution system
